You will hear “building approval” mentioned constantly when looking at built properties in Abuja. Sellers list it as a feature. Listings note its status. Buyers nod as if they know what it means. Most do not.

Here is what building approval actually is, why it matters, and what happens when it is missing.

What it is

Building approval is the formal authorisation issued by the Department of Development Control under the Federal Capital Territory Administration. It confirms that a proposed or existing building has been reviewed against zoning laws, structural requirements, fire safety codes, and environmental regulations, and has been approved to exist on its current plot.

In short, it is the document that says the building is legal.

What it covers

A full building approval package includes the approved architectural plans, the structural calculations, the mechanical and electrical drawings, the planning permission, and the certificate of completion (if the building is finished). For new builds, approval is granted in stages: first the plans are approved, then construction begins, then final inspection certifies completion.

Why it matters when you buy

If you are buying a built property in Abuja, building approval matters for three reasons.

First, demolition risk. Buildings constructed without approval can be marked for demolition by Development Control. This has happened in real cases across Abuja. A buyer who pays for an unapproved building is buying demolition exposure.

Second, financing. Banks will not provide mortgages or use unapproved buildings as collateral. Future resale is constrained because subsequent buyers need approvals for their own financing.

Third, insurance. Property insurers in Nigeria require building approval for coverage. Without it, you cannot insure the structure, which means any fire, flood, or structural failure becomes your full loss.

Why it matters when you build

If you are building on land you have purchased, you need building approval before you start. Building without approval is illegal in Abuja and exposes you to fines, stop work orders, and potential demolition.

The approval process typically takes 3 to 6 months for a residential building, longer for commercial. Plan for this in your build timeline.

What to check before you buy a built property

Ask the seller for the building approval package. The complete package includes the approved plans, the structural drawings, the certificate of completion (if applicable), and any subsequent variation approvals.

If the seller says approval is “pending” or “being processed,” ask for documentation of the application. Approval being pending is not the same as approval being denied or never sought. Ask for clarity.

If approval was never obtained, the property is exposed. You can still buy, but you need to budget for retrospective approval, which is possible but expensive and not always granted.
